Car keys that you sell with the car must be shown to meet the standard. This applies equally to new car dealers and used car dealers. The manufacturer must provide you with test results. However, in many cases this may not be realistic because Australia is a small market for some of the largest companies in the world (Volkswagen, Ford etc). In the absence of manufacturer certification, either the importer or master dealer must obtain certification of the car keys.
If a vehicle is purchased privately (as a consumer) and sold privately (to another consumer) then the legislaition allows that vehicle (and keys) to be sold without compliance. But that does not include dealers.
If you sell products containing button/coin/cell batteries, you must only sell compliant products. You should request evidence of certification from your supplier/wholesaler. This evidence should be in the form of a certificate of compliance for each individual SKU or product line item. Products that do not have evidence of compliance must be withdrawn from sale.

You are responsible for testing and certification. From 22nd June it will be illegal to sell/supply these products in Australia without proof of certification.
No. But it does not need to be. The legislation demands that testing be done, but accreditation is not mandatory. The ACCC Product Safety Australia Guidelines: “Commission an independent — and preferably appropriately accredited — laboratory to test products and issue you with test reports.”
'Preferably' does not mean 'mandatory'.
We have not gone down the accreditation path because we wish to keep our prices low.
